About the Global Signal Exchange

The Global Signal Exchange is a collaboration between the DNS Research Federation (DNSRF), Google and the Global Anti-Scam Alliance (GASA) to tackle online scams, fraud and abuse.

A unique and powerful international cooperative

Joining forces to fight online abuse

Launched in 2024, the organisation provides a unique service enabling cooperation between business, civil society and government to take on bad actors and protect consumers from scams and fraud. A key part of that fight is sharing abuse data and related information (signals).

The ‘missing factor’ in tackling online scams and abuse

Identified as a ‘missing factor’ in the effort to tackle online scams and fraud (Global Anti-Scam Summit, Lisbon 2024 ), the task of identifying a ‘data sharing’ provider was assigned to Jorij Abrahams, CEO who after an exhaustive search, announced the DNSRF as a strategic partner for the GSE, combining DNSRF’s mature data-sharing platform with input from GASA’s stakeholder community and networks.

Google joins the GSE as a Founding Partner

The collaboration was further boosted by the significant support of Google, who in October 2024, announced their support the GSE as a Founding Partner, and since then has provided unique threat intelligence signals and resources to help tackle online scams and abuse.

About the Platform

The GSE platform provides tools for trusted parties to share threat intelligence it a way that fits with their organisational constraints, challenges and objectives. This is designed by people who understand security, data-protection, internet law and regulation, and internet suppliers and protocols. Data can be sharing bilaterally, anonymously, or collated with others.

The GSE is the brainchild of the engineers at the DNSRF and Oxford Information Labs, seeking to leverage a pre-existing research system to create unique services to tackle scams and fraud - a League of best internet suppliers.

Our leadership team

Emily Taylor, Lucien Taylor, and Mark Robertshaw are key figures of the DNSRF, a not-for-profit based in Oxford, England. They also co-founders of the Global Signal Exchange, a platform dedicated to enhancing cybersecurity through collaborative data sharing.

    Emily Taylor

    Co-Founder

    Emily serves as the Chief Executive Officer of the DNSRF and Oxford Information Labs. She is an Associate Fellow at ChNewsnightse, where she contributes to the International Security Department. Additionally, Emily is the Editor of the Journal of Cyber Policy. Her expertise is frequently sought in media appearances, including BBC News, Sky TV, and Newsnight.

    Lucien Taylor

    Co-Founder

    Lucien is the Founder and CTO of the DNSRF and Oxford Information Labs. He co-designed several innovative DNS specialist and security systems, serving clients across tech, NGOs, government, education, and finance sectors. Lucien also co-hosts "The Internet, Seriously," a podcast discussing internet governance and technology policy. He has a First Class Degree in Mathematics and Computer Science along with a Masters in Business Administration.

    Mark Robertshaw

    COO

    Mark Robertshaw serves as the Chief Operations Officer at the DNSRF and Oxford Information Labs. He has been instrumental in developing software systems for various clients, including Nominet's Dispute Resolution System and educational tools for the BBC. Mark also provides database expertise for the annual IDN World Report, a collaborative research project involving EURid and UNESCO.

    Jorij Abraham

    MD Global Anti-Scam Alliance (GASA)

    Jorij is a key figure behind the Global Signal Exchange. With extensive experience in the anti-scam sector, he has led initiatives to facilitate data sharing on fraudulent activities across borders, helping to improve global scam detection and prevention. Jorij is also the former GM of ScamAdviser.com and an e-commerce professor at the University of Applied Sciences TIO. He is an advocate for collective action against cybercrime and often participates in global forums to reshape strategies for tackling online fraud.
